Closer to the autumn the process of fish raising in fish farms comes to the end, and fishery is started in ponds, and the production is actively sold via the trade network. During this period many fish-lovers appear, who would like to set a net or to put out a drag-net to any pond of a fish farm.
Some experts expressed their opinions in the press by saying that up to 20 % of the raised fish in ponds are stolen in our country. We are not going to enter into polemics with them, but nevertheless the facts of stealing really exist at all fish farms. One thing is fish raising, and another thing is saving the production from stealers.
Since August 2006 the State Inspectorate on Wildlife Protection under the President of the Republic of Belarus has obtained the authorities of control of the proper measures taken by fish farms to ensure fish saving in ponds. During inspections it was stated the measures taken in some farms to save the fish in ponds are still insufficient. In particular, winter ponds are not guarded, a small number of information signs are mounted by the perimeter of farms informing the citizens about the way of staying on the territory of the farm, there are places allowing to freely enter the fish farm territory. In order to eliminate the revealed drawbacks instructions were issued to the heads, and fulfillment of these instructions was controlled.
Inspectors perform control checks of protection organization at fish farms, and also they take the most active part in revealing and suppressing the cases of stealing. As the State Inspectorate Chief Mikhail Areshko pointed out, owing to the measures taken by structural divisions the number of thefts over ten months of the present year has been reduced by 12.6% as compared with the same period of the last year. At the same time the amount of the fish seized from thieves has been increased by 40.8%. During this year 4649 kilograms of the stolen fish have been returned to fish farms (3300 kilograms for ten month of the year 2007). Being so, more than 4100 kilograms were seized from June to October, i.e by a half more than during the same period of the previous year.
By a ruble and by a word...
— It was several years ago, when the situation with the illegal fish catch on the territory of “Tremlya” fish farm was, so to say, critical – the chief of Lyaskovichi interregional inspectorate on wildlife protection Victor Galenya points out.— Dozens of vehicles every day were parked near the entrance to the fish farm, illegal catches were of a mass character. But when the State Inspectorate assumed additional control functions, the picture started to drastically change. Our inspectors instituted proceedings against persistent infringers of the nature saving legislation, they conducted preventive talks with the local population. And this has obviously been effective.
Presently, close interaction has been arranged with the guarding department of the fish farm. This is proved by one of the facts of mutual actions of suppression of pond fish stealing in June. At night time the guards of the fish farm noticed a car left not far from ponds in a forest. The experience prompted that the persons who had left the car in a secluded place were, most probably, staying at the fish farm ponds. Servicemen of the Lyaskovichi interregional inspectorate were called, who made an ambush and detained three violators, who appeared near the car with a wet inflatable rubber dinghy, fishing-line nets and 130 kilograms of the illegally caught carps. A criminal case was instituted against the violators by Petrikov regional department of internal affairs..
— In the past year in “Sokolovo” fish farm of Zhabinka region practically all violators were caught, who illegally traded at the pond with fishing rods – the chief of Brest province inspectorate Dmitry Murin says.— But, perhaps, the most efficient action consisted of a number of prescriptions issued for the management of the fishing farm for elimination of the revealed drawbacks related to organization of pond fish protection. As the result, the management of “Sokolovo” fish farm concluded an agreement with the Guarding Department of the Ministry of Internal Affairs, according to which the militia replaced civil persons, and now they daily protect ponds.
It should be noted that the management of “Sokolovo” fish farm initially tried to prevent civil persons from penetration to ponds by own means. They even installed an alarm push button/ and when it was operated, a militia crew arrived. But it failed to provide the desired effect. Now, when militia servicemen are guarding the ponds, the order has improved very much – both the fish is reliably protected, and there are no massive thefts. Only 4 thefts have been fixed over ten months of the present year, while over the same period of the previous year this figure was much higher – 34 cases.
Effect of interaction
Today the pond fish becomes all the more the source of encroachment by groups of persons rather than single thefts. They are acting in a keen manner, and sometimes they are resisting against legal demands of officials. Therefore, interaction of the guarding service of fishery organizations with the State Inspectorate and the militia must be as close as possible.
In August employees of the Minsk province inspectorate in the course of clever mutual actions with workers of “Volma Rybkhoz” Public Joint-Stock Company seized three persons who at night stole 275 kilograms of carps from fish farm ponds. A criminal case was initiated in this connection by Cherven regional department of internal affairs.
But the biggest theft of the pond fish during this year was prevented in “Selets” fish farm of Bereza region. On the moment of seizure of four thieves an employee of the Bereza interregional inspectorate had to perform two warning shots in order to save himself and his colleagues. The thefts had the reason for disobedience – seven bags with the fish were seized, wherein 348 kilograms of carps were placed, they were caught with the aid of nets having the total length of 370 meters. A criminal case was initiated in this connection by Bereza regional department of internal affairs.
